One Year On: What the JSE Investor Services Partnership Proved

1.5 years ago, the investor services arm of Africa's largest stock exchange became Optio's first exchange-group partner. Today, the track record speaks for itself: 90 South African companies administering employee share plans, a year in and no drama.

Quiet is an underrated outcome in share plan administration. The work is invisible when it goes well and extremely visible when it does not. A year running clean for 90+ companies is worth stopping to look at properly.

The Optio & JSE Partnership

JSE Investor Services (JIS) is the investor services business of the Johannesburg Stock Exchange and South Africa's largest share plan administrator. It manages more than 1.2 million shareholder records. JSE was founded in 1887 and is Africa's largest stock exchange by a wide margin. It carries 431 listed companies with a combined market capitalisation of roughly ZAR 24.2 trillion, representing around 60 percent of Africa's listed equity value.

Since 2025 JIS has run employee share plans through Optio.

Three organisations, three jobs

JIS owns the client relationship. It manages implementations, runs the ongoing administration, and remains the point of contact after go-live. It also channels client feedback and improvement requests back to Optio, which is how a good deal of the product roadmap gets shaped.

Optio owns the technology. Software development, product roadmap, integrations and technology operations sit with Optio, along with the migration, implementation tooling, reporting and support provided to JIS and to the companies it serves.

Investec handles trading, execution, banking and custody. Brokerage in South Africa sits with Investec.

Each party does what it is best placed to do: an administrator with a strong local team and regulatory standing, a bank with serious execution capability, and a platform built for the multi-country complexity that share plans generate.

Together we deliver something none of us offers alone: an enterprise-ready, end-to-end solution for plan design through administration to execution.

One year in production

90+ South African companies now run their employee share plans through JIS on technology managed by Optio. The plans are live, the reporting runs to schedule, and the operational record across the first year has been clean.

What the first year has confirmed:

  • Local presence counts. JIS's administration and implementation team on the ground in South Africa gives clients local support from people who know the market and the regulatory environment.
  • Standing cannot be bought. JIS's position within the JSE brings market reputation and regulatory credibility that a software vendor cannot manufacture on its own.
  • Execution held up. Investec's execution and compliance standards hold up under scrutiny, across both low-touch automated trades and high-touch bespoke ones.
  • Optio delivers. A year of exchange-group volume and exchange-group scrutiny under our belt.

Why the track record mattered beyond South Africa

This autumn, TMX Group, owner of the Toronto Stock Exchange, became the second exchange group to begin offering employee share plan administration to its issuers through Optio.

Two exchange groups, on two continents have partnered with Optio. Johannesburg proved the model works at exchange-group scale. Toronto is the second to adopt it.

Working with exchange groups and registrars

Exchange groups, registrars and transfer agents already hold the issuer relationships, the regulatory standing and the client trust. What most of them do not want to build is a modern, multi-jurisdiction share plan platform, because building one properly takes years and the maintenance never stops.

The model in South Africa is one answer to that. The administrator keeps the relationship and the brand. The technology comes from a partner whose only job is to keep it current, compliant and working across every country the plan touches.
